 At present, in all respects - personnel training, qualifications of the teaching staff, the level of scientific work, the development of information technologies, the availability of a modern material and technical base - UlSU occupies leading positions in the region.The University in its activities is guided by the Charter approved by the order of the Ministry of Science and Higher Education of the Russian Federation dated December 24, 2018 No. 1239, the License for educational activities dated May 30, 2017 No. 2594 of unlimited validity and the Certificate of State Accreditation No. 2675 dated September 13, 2017 valid for up to 10 Jul 2021.

The university uses a variety of forms of education: full-time, part-time (evening), part-time. Different levels of education give students the opportunity to obtain a bachelor's, specialist's or master's degree.

Currently, the university has more than 13 thousand students, incl. more than 9 thousand full-time students. Among the students at various levels of education there are more than 1,800 foreign citizens from 45 countries of the near and far abroad.From 1992 to 2019, UlSU graduated more than 56 thousand graduates who have proven themselves on a good side in the regional and Russian labor markets:

they not only successfully find jobs, but also make a brilliant career in business or science.

The university is rightfully proud of its human resources. Today, UlSU employs 934 teachers (including 593 full-time teachers), including 124 doctors of sciences (107 full-time) and 466 candidates of sciences (341 full-time). Among the university teachers are world-renowned scientists, members of Russian and international academies of sciences, honored scientists of the Russian Federation.Currently, UlSU, being one of the largest universities in the Volga region, is a modern scientific and educational complex with a well-developed infrastructure for scientific and innovative research and training of highly qualified personnel, which includes 4 educational institutes, 8 independent faculties, the Inzensky branch of UlSU, Novospassky representative office of UlSU, 2 international educational structures (Russian-American and Russian-German faculties), Medical College named after A.L. Polenov, Musical College named after G.I. Shadrina, Automechanical College, etc.

In order to provide students with conditions for passing all types of internships, preparing coursework, graduation qualification works, promoting successful employment, basic departments are created on the basis of organizations and enterprises. To date, the structure of the structural divisions of the university includes 35 basic departments, incl. 13 basic clinical departments of the medical faculty of the Institute of Medicine, Ecology and Physical Education.Since its establishment and development, UlSU has not only continued, but also multiplied one of the main traditions of Moscow State University - entering the world educational community. Intensive international relations have led to the organization and development of international educational structures (Russian-American and Russian-German faculties), allowing graduates to receive two diplomas. By the decision of the VIII Congress of the Eurasian Association of Universities in September 1999, Ulyanovsk State University was approved as its full member.

With the aim of solving the problem of general coordination of work and combining the efforts of scientists in priority areas of research work, UlSU created and effectively operate: Research Technological Institute named after S.P. Kapitsa (NITI), which includes the Center for Nanotechnologies and Materials, the Center for Shared Use, Technopark "UlGU - High Technologies", etc .; Competence Center "Digital production of high-tech products in mechanical engineering"; Center for psychological and pedagogical rehabilitation and correction of minors who abuse drugs and other psychoactive substances; research laboratories. On the basis of UlSU, together with the institutions of the Russian Academy of Sciences (RAS), state scientific centers (SSC), the following scientific and educational centers (REC) have been created and are implementing scientific and educational activities: REC of laser and fiber-optic technologies; REC for radiation technologies; REC "Silicon-carbon nanotechnologies"; REC for Cosmophysical Research; REC "International Linguocultural Center of Saint-Exupery"; REC in the field of neurology; REC in the field of legal research; REC "Autotechnolopolis".

Currently, 180 graduate students and persons assigned to prepare a dissertation for the degree of Candidate of Sciences without mastering the programs for training scientific and pedagogical personnel in graduate school are studying in the postgraduate study of UlSU. Currently, the university has 4 doctoral dissertation councils in 11 scientific specialties and areas. In 2019, the university received permission from the Ministry of Education and Science of Russia to create a dissertation council in the specialties: 01/14/04 - Internal medicine (medical sciences) and 01/14/17 - Surgery (medical sciences) on the basis of UlSU. During the period of activity of all dissertation councils of UlSU, 91 doctoral and 942 master's theses were defended, of which 46 doctoral and 317 master's theses were defended by competitors from other universities. Postgraduate students, applicants, doctoral students and employees of UlSU have defended 139 doctoral and 1186 candidate dissertations in the councils of UlSU and councils of other organizations since the university was founded until 2019.

The modern material and technical base of UlSU ensures the effective implementation of educational programs, scientific, innovative and creative activities. In the period from 1988 to 2019, a modern university complex was created, located on land plots with a total area of ​​more than 75 hectares, consisting of educational buildings, indoor and outdoor sports facilities, medical bases, administrative and auxiliary buildings, sanatorium and recreational facilities, etc. total area of ​​202,928.42 sq. m. Objects of a physical culture and rehabilitation complex are being developed: a sports and recreation complex with a swimming pool "Aquaclub", tennis courts, an educational and sports complex, a stadium with artificial turf, "Skate Park", a sports complex "Zarya", a biathlon track, sanatorium and health complex "Chaika" for 195 places of year-round operation. An important element of the community development infrastructure is the University Boiling Point of UlSU, created in May 2019, among the first 12. UlSU has 3 hostels where nonresident students, students and employees live. The laboratory and scientific equipment is regularly updated, as well as the modernization and increase of the computer equipment fleet to ensure the modern level of education.
